

This year’s Excelsior Empire Icicle Challenge will be held February 11-12, 2023 at the in the Expo Center at the New York State Fairgrounds in Syracuse, NY.

Team Entry Fee
- $325 – 12U-COED: One day event
- $650 – All girls: Two day event
** Entry fees will only be refunded up to January 10,2023 – no refunds after 1/10/2023
AGE DIVISIONS
Girls : 14,15,16,17,18 – 3 day tournament
COED DEVELOPMENTAL U12 – 1 day tournament
WAVE PLAY SCHEDULE
All one day tournaments will start at 8 am on Saturday and Sunday. The two day tournament schedule will be posted after entries are closed.
MATCH LENGTH
All matches will be the best of 3 sets to 25 with the deciding set , if necessary, to 15. No CAP.
TIE BREAKERS
There will NOT be any tie breaking games played. In the case of a tie, the teams will be ranked by head to head results. In the case of a 2-way tie or 3-way tie: set percentage, and then if necessary, point percentage.
OFFICIALS
Paid 1st official provided for all matches.
PROTESTS
If a protest is to be filed, it must be done at the time of the incident, NO LATER. The first referee is obligated to acknowledge and record all protests. ONLY THE FLOOR CAPTAIN MAY FILE PROTESTS. The exception to this rule applies to the 14U and younger divisions, where the acting team coach may act. All protests will be handled by the Protest Committee and their decision is binding. A Protest Committee will consist of any two of the following : Tournament Director, Assistant Tournament Director, Head Official, National Official or a noninvolved Club Director.
TEAM ACCEPTANCE POLICY
Teams will be accepted upon receipt of their check payable to XLRVA and the confirmation of the required room nights booked thru BOOK YOUR BLOCK. Local teams will be accepted upon receipt of their check payable to XLRVA.
STAY TO PLAY POLICY
All teams participating in this event must use a minimum amount of hotel rooms per team in order to be accepted. All teams playing in the two day event must have a minimum of 5 rooms per night per team for two nights or a total of 10 room nights per team. All teams playing in the one day event must have a minimum of 5 rooms per team for one night.
We will look at the total rooms booked by your club for final acceptance numbers.
TEAMS WITHIN A 50 MILE RADIUS OF THE CENTER FOR PROGRESS ARE EXEMPT FROM THE STAY TO PLAY REQUIREMENT. THE CLUB DIRECTORS ADDRESS WILL BE USED TO DETERMINE THOSE TEAMS. IF YOU FEEL THAT YOUR TEAM QUALIFIES FOR THIS BUT ARE NOT SURE PLEASE CONTACT : COMMISSIONER@ XLVBALL.org
We are working with BOOK YOUR BLOCK and they are our central booking agent for this tournament. A link to their website and hotel information will be posted by November 1st all teams entered at that time will receive an email to share with their club.
TEAM CHECK IN DETAILS, LOCATION, DATE AND TIMES
MANDATORY check in at the Center for Progress Tournament desk:
- Friday: 6pm-8pm
- Saturday and Sunday: 8am-3pm
Each team MUST provide TWO MMS rosters including the following information :
- Player name and number
- All team bench personnel (Coaches, Asst. Coaches, Team Reps, Managers)
Bench personnel must have a minimum of the following :
- Current USAV membership
- Current Background check
- IMPACT certification
- SafeSport certification
Teams WILL be asked to show medical forms.
ATHLETIC TRAINERS
There will be athletic trainers available to tape ankles and assist with minor injuries. Athletes must provide tape and pre-wrap for any pre-existing needs. Tape and pre wrap are only provided by the tournament for emergency purposes. Coaches are expected to have medical forms for each player in their possession.
FACILITY RULES
There will be a NO TOLERANCE policy for misbehavior by players/teams and spectators.
Ball Handling is NOT allowed outside of the exhibit halls in the Center for Progress
In order to comply with the fire marshal, NO ONE WILL BE ALLOWED TO BRING THEIR OWN CHAIRS INTO THE CENTER FOR PROGRESS. Chairs for spectators will be provided at each court.
Violation of these policies or any other general misbehaviors may result in IMMEDIATE dismissal from the facility for the remainder of the day.
SPECTATOR ADMISSION
Admission will open January 12 and will remain open online throughout the event.

PARKING
There are numerous parking lots close to the Center for Progress – there is NO CHARGE for parking
CONCESSIONS
Food and drink will be available for sale inside the Center for Progress. NO outside food or drink in the Center for Progress
BAD WEATHER CONDITIONS
If you are concerned about bad weather – our tournament will be ON – unless Onondaga County or the City of Syracuse declare a State of Emergency. If a State of Emergency is declared and the tournament has to be cancelled – it is the intention of XLRVA to refund team entry fees. XLRVA cannot be responsible for hotel costs incurred by teams or individuals. Any weather related changes will be sent out to Club Directors and posted on our website as soon as we know.
TOURNAMENT TEE SHIRTS
Tournament tee shirts and other volleyball clothing items will be available at the tournament.
COURT SET UP AND TAKEDOWN
Clubs may earn money by setting up and taking down courts for this event. XLRVA will pay a club $250.00 per court when the club sets up and takes down a minimum of three courts. Should the club not return to take down the courts no payment will be made. Each group needs 6 – 8 older teens or adults who can lift and carry a reasonable amount of weight. XLRVA will provide work gloves for each worker. Court set up will begin Friday at 3 pm and conclude by 6 pm. Court takedown will begin Sunday at 4 pm and finish when done. INTERESTED?
