From this page, you will be able find the latest news and events (e.g., clinics) for Officials as well as links to resources available to Officials (e.g., rules, scoresheets, procedures, etc.). You will also be able to find information on becoming certified as a Scorer or R2 for region events.

Any member of Excelsior Empire at least 18 years of age is encouraged to become certified to be a referee. For those who become certified, it is the intent of the Excelsior Empire Commissioner and Officials Director to utilize in region officials to staff Regional events and tournaments before going outside the Region. Annually, the Region will establish rates and fees for the payment and travel of officials to Region sanctioned tournaments.
Junior players are encouraged to become trained, certified second referees and scorers, and if interested, can become certified Junior Referees and officiate tournaments. There is an in Region requirement that there will be a minimum of one certified R2 and one certified scorer on each club team. This may include the coaches and parent supporters who are registered Excelsior Empire members.
For specific duties and responsibilities of a first referee, second referee, scorer and assistant scorer, please refer to the Domestic Competitions Regulations (Rule Book) for the current year.
EXCELSIOR EMPIRE OFFICIALS BOARD MEMBER RESPONSIBILITIES
- Officials Director: Referee and Scorer coordination, Rules Interpreter, Uniform Issues. Oversees other officials staff.
- Referee Development Coordinator: Coordinates referee training and evaluation for both R1 and R2
- Referee Recruiting and Outreach Coordinator: Recruits new officials for the region
- Referee Assignor: Assigns referees to tournaments using ARBITER, subject to tournament needs, referee availability, and completion of all prerequisites
